What is the ISDE subsidy?
ISDE stands for Investment subsidy for sustainable energy and energy saving. The scheme is intended to help homeowners make their homes more sustainable. You can apply for a subsidy for various insulation measures, including glass insulation — such as replacing old single glazing or outdated double glazing with better insulating glass.
For glass insulation, this mainly concerns:
- HR++ glass
- Triple glass
- Vacuum glass
- Insulating doors
- Insulating panels in combination with glass
The subsidy is not an advance discount. You first pay for the work yourself and then apply for the subsidy.
For which glass can you receive a subsidy?
You can receive a subsidy for insulating glass that meets the requirements of the scheme.

How much subsidy do you get for insulating glass?
According to RVO, the following amounts apply at the time of writing for glass measures implemented from 1 January 2025:

From 2025 onwards, for all glass measures together, you must insulate at least 3 m² and you can receive a subsidy for a maximum of 45 m².

When will you receive the higher subsidy amount?
The higher amount applies to triple glass or vacuum glass in combination with new window frames. With triple glazing it is important that you replace the frames with insulating frames. RVO states that from 2026, new window frames no longer have to meet the previous Uf value requirement of a maximum of 1.5 W/m²K — these types of requirements can also change, so check the current rules.
Are you installing triple glazing without new frames? Then you are not eligible for the higher triple glazing amount, but you may be eligible for the lower amount for HR++ insulation. Something similar applies to vacuum glass: without new frames it usually falls under the lower amount, in combination with new frames the higher amount may apply.
What U-value should the glass have?
The U-value indicates how much heat is lost through the glass. The lower the U-value, the better the glass insulates.

Do you need to replace at least a certain number of square meters?
Yes. For glass insulation installed after January 1, 2025, a minimum insulated surface of 3 m² applies. For all glass measures together, a maximum of 45 m² applies for which a subsidy is provided.
You may add different forms of glass insulation together — for example HR++ glass, insulating doors and insulating panels. This concerns the total surface area that qualifies.
How do you determine the glass surface?
You need the number of square meters for the subsidy application. RVO indicates that you measure the total surface area of the glass, including the frame, from the inside of the home. To be on the safe side, always ask the contractor for a clear frame or glass statement; This lists the surfaces and insulation values per frame.

Can you install the glass yourself?
No, not if you want to apply for an ISDE subsidy. An important condition is that the entire insulation work is carried out by a construction or installation company. RVO clearly states that you are not allowed to insulate yourself for the subsidy.
That means:
- Ordering glass yourself and installing it yourself usually gives no right to ISDE.
- Professional installation is necessary.
- The invoice must contain the correct information.
- You must be able to demonstrate that the work was carried out at your address.
Core rule of thumb: first have it installed, then apply. Arrange in advance that the installation is done by a recognized contractor and that all necessary information is included on the invoice - only then do you submit the application.
Which documents do you need?
You must provide various documents and information for your subsidy application:
- The reporting code of the glass
- Invoice from the construction or installation company
- Proof of payment
- Photos of the work at your address
- Date of installation
- Address details of home owner and executor
- Number of square meters of glass
- Thickness and insulation value
- Type of glass
- Frame condition or glass condition
RVO recommends that the contractor state the number of m², the thickness, the insulation value and the type of insulation material on the invoice. The reporting code is also important for the application.
What is a reporting code?
A reporting code is a code with which RVO can check which insulation product has been used. For high-efficiency glass, there is a reporting code list with products that meet the subsidy conditions. Before purchasing, check whether the glass is on the correct reporting code list, or ask the supplier or executor. Without the correct reporting code, your application may become more difficult or may be rejected.
When do you apply for the subsidy?
You apply for the ISDE subsidy after the glass has been installed and paid for. According to RVO, you must apply for a subsidy within 24 months after carrying out the work. So the order is:
- You choose the right insulating glass.
- You have the glass installed by a construction or installation company.
- You pay the invoice.
- You collect the documents.
- You apply for the subsidy from RVO.
Many people think that you first have to apply for a subsidy and then start. At ISDE for homeowners it works the other way around: execute first, then apply. The application period can also be adjusted by RVO - check the current conditions.
Can you get extra subsidy for multiple measures?
Yes. The subsidy amount for insulation measures can double if you implement more than one insulation measure, or combine an insulation measure with, for example, a heat pump, solar boiler or connection to a heating network. The additional measure must be implemented within 24 months. RVO does state that combining with ventilation alone does not double the subsidy amount.
Examples of combinations:
- HR++ glass + roof insulation
- Vacuum glass + floor insulation
- Triple glass + heat pump
- Glass insulation + cavity wall insulation

Common mistakes with ISDE subsidy for glass
- Install it yourself — Attractive to save costs, but this can mean missing out on subsidies.
- Replacing too little glass — From 2025 you must install at least 3 m² of glass insulation. If you are below that, you may not be eligible.
- Do not check reporting code — Before purchasing, check whether the glass meets the conditions and whether the reporting code is available.
- Invoice without correct information — An invoice without m², insulation value, type of glass or reporting code can cause problems with the application.
- Thinking that triple glazing always yields the high amount — Triple glazing without new frames does not automatically fall under the higher amount.
- Apply too late — Don't wait too long; the application must be made within 24 months after implementation.
- Do not take photos during the work — You must be able to prove that the work has been carried out at your address. Therefore, take photos during installation.
